6.            `2`20,000/- and costs of`.5,000/-. The District Forum held that the appellants had the knowledge of the notification issued by the Government of India and they did not exercise due diligence in considering the limitations prescribed for issuing the National Savings Certificates.

i)            Whether the respondent could prove that the appellants were guilty of deficiency in service?

ii)          Whether there are good grounds to interfere with the order of the District Forum?

iii)         Whether the respondent is entitled to any relief?

 

9.                           `10,000/- each`1,000/- and 20 National saving Certificates for a sum of`100/- each on 6-03-1999 . The second appellant issued the National saving Certificates promising to pay double the amount deposited, after a period of six years, i.e, on 5-03-2005. The interest agreed to be paid under the National saving Certificates was not paid on the premise of the Notification dated 8-03-1995 which came in to force with effect from 1.04.1995 whereby the Central Government decided to discontinue investment by institutes in ‘Post Office Time Fixed Deposits and National savings Certificates’.

‘But the National Savings Certificate bonds in ExA1 were purchased by the complainant on 05-03-1999 i.e.     .
