Learned Counsel for the appellant has moved application for permission to withdraw the appeal with liberty to move before District Forum.  Application is allowed and appeal stands dismissed as withdrawn with liberty to approach appropriate District Forum.  It is further observed that observations made by learned State Commission in the impugned order dated 13-07-2016 in Complaint Case No. 558 of 2016 will not influence appropriate forum where complaint is to be filed.
