None has appeared on behalf of the appellant inspite of several calls.

Learned counsel Sh. S. Parashar for respondent has appeared.

This is a matter of regret that the delay condonation application is pending since 2015, but the appellant is not interested to place the arguments thereupon, hence, the delay condonation application is hereby dismissed as well as the appeal shall stand as dismissed.  No order as to costs of the appeal.
