                             1. The instant complaint case has been filed by the complainant Azmat Hussain Khan against the Bihar State Electricity Board and

others for deficiency in service and to forget rectified bills to the charges of units actually consumed without charging any interest from date of connection to allow him to deposit the same amount in equal installments  ₹

                         2. In brief ,the case of the complainant is that he is a consumer of the opposite parties having electricity connection number 16 -Q-

also gave written complaints address to the opposite party number 3 on 19 August july August

of State Electricity Board, Ministry for Energy, Government of Bihar, Chief Minister of Bihar etc by giving repeated representation dated 16 July October March is due upon him as per the bill for the month of May

the complainant has suffered severe mental agony and yet again he requested the Opposite number 2 on 25th July The complainant has prayed to declare illegal demand made vide the bill for the month of

complainant regularly; the complainant be awarded sum of ₹                             3. The opposite party appeared and filed a written statement stating therein that the complaint is false and not maintainable. The complainant has admitted that for approximately 9 years he has consumed the electricity but has not paid any single Pie. It is false to state that the petitioner did not supply the bill since

letter number                              4. The main point of determination before this Court is whether the complainant has been able to prove the deficiency in service on the part of the opposite party and whether he is liable to get the reliefs short for.

                            5. The complainant has filed affidavit of evidence and the following documents:
         1.Xerox copies of letter written by the complainant to SDO dated 24th July

dated 28 September 2.xerox copy of letter written by the complainant to Chairman, Bihar State Electricity Board dated 20 May               3.xerox copy of letter written by the complainant to Minister of Energy, Government of Bihar dated 16th October              6. Xerox copy of letter of Finance controller (revenue), Bihar State Electricity Board, Patna dated 21 July .
The opposite party have not filed any document.

                        6. Admittedly the complainant is a consumer of the opposite parties having electricity connection number 16 -Q-  DS since 20 September paise. The photocopies  as mentioned above sent by the complainant to the  Opposite Parties it appears that , the opposite parties have not supplied electric bill to the complainant despite of several request made by the complainant. It is also admitted facts that the opposite parties supplied next bill in the month of January . An interest on the arrear for Rupees   was imposed. It further appears that the complainant has requested to the opposite party for payment of electricity bill in easy installments. The opposite parties in their written statement as stated that for payment of Bill in  easy installments and agreement has to be signed and as such the complainant was directed to appear in the office but he never appeared and they have Annexure'A'  of the latter, but we do not find any such letter on the case record. It further appears that the complainant has written

letters to the authorities related to electricity department even to The Honorable Chief Minister but his grievance was not resolved by the opposite parties. It further appears that the electric connection was disconnected on 23rd July was shown on him as per bill for the month of May

connection is restored the opposite parties will supply bills to the compliment regularly. The component is awarded the sum of ₹
