Ordered date - 07/03/1996. Persued the complaint. The complainant will not become a consumer as defined under the consumer protection Act,1986. The dispute is of civil in nature and it is only a personal contract between the parties. The complainant has to approach the civil court and this complaint cannot be entertained by this Forum.
