In view of the view taken in Sebastiao Teles(supra) and J. K. Mittal(supra) we have no other option but to allow the present appeals and set aside the impugned orders and remand the cases to the Lr. South Goa District Forum with a direction to dispose them off in accordance with law. Both the parties are hereby directed to remain present before the Lr. South Goa District Forum on 20th instant at 10.30 a.m. On this day, the Respondents-BSNL- will either file their written version or an application invoking the arbitration clause, if advised, and in accordance with law.

Appeals allowed. No Costs.
