                                                 JUDGMENT
JUSTICE SHRI.K.R.UDAYABHANU : PRESIDENT
 
          The appellant is the KSEB and the order challenged is the one of the Forum directing to refund of Rs.63109/- with 12% interest from the date of petition. The opposite parties are also directed to issue bills for actual consumption of energy and to pay a compensation of Rs.2000/- and cost of Rs.200/-.
          We find that the forum has not even mentioned the case of the complainant   not to speak out the reasons to substantiate the order. We find that  the order of the forum cannot be sustained at all. The order is set aside the matter is remitted back to the forum. The Forum shall issue fresh notice  
 
 to the complainant as the complainant is absent in the present proceedings.  
          The case shall stand posted before the Forum below on 15.1.08
