In the result the complaint is allowed in part and the 1st opposite party is directed to issue clearnce certificate and to pay Rs. 2,000/- towards compensation and Rs. 500/- towards costs to the complainant within one month from the date of receiving copy of the order. The Complaint for rest fo the reliefs is dismissed. Complaint against 2nd opposite party is dismissed without costs.
