            The case of the  complainant is that he is a consumer of the opposite parties Kerala Water Authority.  The supply of water to his residence is irregular and insufficient.  But opposite parties issued a bill for Rs.26,444/- for the period up to 6/09.  Hence he alleges deficiency of service on the part of the opposite parties and claims a compensation of Rs.26,444/- and cost of Rs.3000/-.      

            2.  The contentions  of the opposite parties are that the allegations in the complaint are false.  There  is no deficiency in service on their  part.   Hence seek dismissal of the complaint. 

           

            3.   Exts.A1 to A4 marked on the side of the complainant and Ext.B1 marked on the side of the  opposite parties.  Complainant is examined as PW1.

4.  We have gone through the  pleadings and evidence of the parties.  It is clear that the bill issued by the opposite parties for the period up to 6/09 is irregular and arbitrary one and not self speaking.  The opposite parties who are none other than the instrumentalities of stating must be more careful of their responsibilities.  Entire evidence shows that there is deficiency in services on the part of the opposite parties.  Hence the complainant is not liable to pay the bill amount of Rs.26,444/- and  the opposite parties are not entitled to disconnect the water connection to the complainant’s premises.  In the result, the complaint is allowed to that extent.  No order as to costs.
