1. This complaint is filed by the complainant seeking direction against the opposite party to provide a new domestic water connection to the complainant and to pay compensation and costs of the proceedings.
2. The opposite party filed their version stating that along with the application for the water connection, the complainant has produced ownership certificate issued from 'Chellanam' Grama Panchayat, in which the building number is stated as IV/12. It is further stated in their version that they have already granted a water connection to the building bearing No. IV/12. The opposite party maintains that they are not in a position to issue two water connections to the same building.
3. Heard the learned counsel for the parties and went through the documents produced before the Forum. Seemingly, the lacunae with regard to the building numbered is an error on the part of the panchayat. The learned counsel for the complainant submitted that the discrepancy in the building number was caused, since it was issued prior to the de-limitation of the ward.

We think that the above issue is to be sort out by the “Chellanam, Grama Panchayat, especially since the opposite party expressed their willingness to issue the water connection on production of ownership certificate showing the building number as new ward or old ward mentioned in the ownership certificate.
4. To set things right, we pass the following order :-
The complainant is directed to approach the 'Chellanam' Grama Panchayat to get the ownership certificate corrected.
The 'Chellanam' Grama Panchayat is directed to look into the matter and issue the necessary certificate by stating the building number as new ward or old ward.
The opposite party shall provide the water connection to the complainant immediately on receipt of the certificate from the Grama Panchayat without by passing the seniority of the complainant for water connection.
The order shall be complied with, within a period of thirty days from the date of receipt of a copy of this order.
