ORDER

By Smt. C.S. Sulekha Beevi, President, 1. Complainant challenges the bill issued by opposite party for Rs.501/-. He contends thathis average consumption was less than 3 units. The meter recorded 160 units within 15 days which is incorrect. Even though he preferred complaints to higher authorities of opposite party his grievance was not redressed. Due to poor financial condition he was unable to pay the amount or file litigation. He prays for cancellation of bill and for restoration of electric supply. 2. Version was filed by opposite party denying allegations in complaint and contending that the bill issued is proper. Due to non remittance of the arrears the supply was dismantled on 01-02-07 after due notice. The arrears at present is Rs.4046/-. 3. At the time of hearing there was a talk of settlement. Opposite party offered to waive surcharge. Complainant has been served with revenue recovery notice for non payment of dues. Statement was filed by opposite party. It was consented by both sides to pay Rs.2011/- towards the arrears till date. Complainant has to remit Rs.600/- as C.D. for getting new connection. Complainant requested instalment facility for payment of arrears. On hearing the complainant we are convinced that he belongs to financially poor class. We consider it just and proper to provide instalment facility to remit the arrears. 4. In the result, we partly allow the complaint. We order that complainant is liable to pay Rs.2011/- towards the arrears. Opposite party shall give free instalment facility to the complainant with at least 10 instalments for remitting the above amount. We also order that on payment of C.D. Of Rs.600/- opposite party shall provide electric connection to the complainant. The time limit for compliance of this order is two months. Parties are directed to suffer their costs.
