        The Complainant and his learned counsel were absent all through and by order dated 08-04-2013 the Complainant was treated heard.  The learned counsel for the Opposite Parties argued the matter.  In as much as the Complainant’s case went unrepresented, it is not proper to dispose off the matter on merits.  Therefore, the complaint is dismissed for default with no order as to costs.
