Heard the arguments through online hearing. 

The case of the complainant is that he has purchased the laptop through OP on 09.11.2015.  However, when he got the laptop formatted again sometimes in the year 2019, he found out that the Window in the laptop was not original.  As the complainant has filed this complaint alleging that OP has cheated him and has not given the original window, we have seen the documents and pleadings of the complaint and there are two grounds on which this complaint is not liable to be admitted:-

1. The complaint is barred by limitation as the complainant has purchased the laptop in the year 2015 and filed this complaint in the year 2020.  He should have filed the complaint within a period of two years from the date of purchase of laptop, as per Consumer Protection Act, 1986.
2. Even on the merits, the bill issued by the OP does not indicate that the laptop comes with the original window operating system.  The Window operating system was apparently provided by the OP as Complimentary.  The OP has not charted for the Window Operating System.  Hence, the allegations of the complainant that he was cheated by the OP by not providing original Window Operating System are not acceptable.

      Another grievance of the complainant is that he was not provided the laptop bag, when he purchased the laptop.  The bill indicates that he was charged for the laptop bag, but the allegations of the complainant that he was not supplied the bag is not acceptable for the reason that the complainant making this allegation after a period of 5 years and there is no document to indicate that he has informed the OP that the bag was not provided. 

            Hence, we did not find any merit in the complaint and dismissed the same on the ground of limitation also.
