This complainant has been filed by Dr. Raj Kumar Prajapati against Jharkhand State Electricity Board and all Op’s have been named as Anirudh Singh , AShok Kumar , both Asst. Engineers junior Electrical  Engineer . The case is at the stage of admission. Appearance of the complainant is very casual . it is case of the complainant that his wife Kamala Devi has puechased a house containing electric consumer no – 1889 and after its purchased she has been paying the electric charges but on 08/03/09 the complainant went to the electricity officer for billing for the month of the feb 09 and there was some discussions with the Op’s . in para -6 of the complaiant petition it is mentioned “ That the Op’s in furtherance of their plan on 16/06/09 falsely implicated the complainant in theft of electrical enefgy causing loss of implicated the complainant in theft of electrical energy causing loss of Rs 12000/ and Unauthorized use of electricity showing the outstanding amount of Rs 12867/- against the consumer no DR – 582, Which consumer no is not of complainant nor the complainant Knows who is consumer of consumer no DR-582’’ . it is also case that on 16/06/09 the compensation of Rs . one Lac. 

                                 In para -6 it is clear that it is a case of theft of electric engrgy and this complainant is not is not maintainable and the only the criminal court can decide the case of electric theft.

                                 This case is not entertainable by the Consumer Forum as no Prima-facia case is made out , hence the members have taken the view that the complainant is fit to be rejected . it is accordingly rejected under Sec. 12(3) of the Consumer Protection .
