Heard Mr.Om Prakash Pandey, Advocate for the complainant.  He has made an endorsement on the complaint that complainant desires to file civil suit in the Civil Court as per High Court order dated 22/11/2012.  He has also filed an application to that effect.  Hence, the order :-
