The present complaint is allowed. The opposite party is directed to pay a sum of Rs.65,000/- with interest @ 6% p.a. from the date of its deposit in the account of the opposite party. This amount shall be paid within a period of 45 days from the date of this order. In case, this order is not complied within the aforesaid period, the opposite party shall pay interest @ 8% p.a. The opposite party shall also pay a sum of Rs.20,000/- as compensation for mental agony and harassment of the complainant and a sum of Rs.5,000/- towards expenses of the present case  within the aforesaid period. The amount of compensation may be recovered by the opposite party from the salary of erring officials after detailed enquiry against them.
