         The Development Officer (R1)      beneficiaries    Commission (hereafter called the ‘Commission’)       introduced margin money scheme which the   and the scheme came to an end.         said scheme cannot provide employment to more than one person in rural area.       There was no budget to sanction margin money  No amount was sanctioned for any of the proposals in the year 2000-2001.      

In fact the proposals were received          

The complainants     

              up to Rs. 10 lakhs.        Hyderabad. 

• Board application duly signed by entrepreneur and Bank Manager
• Format duly signed by the Bank Manager
• Copy of application submitted to the bank by the entrepreneur
• Bank appraisal report copies
• Bank sanction letter copies
• Bank pass book extract/loan ledger extract
• Copy of ‘C’ book
• Copy of vehicle permit
• Copy of vehicle insurance
• Copy of driving licence
• Copy of vehicle purchase bill
• Copy of company receipt/sale certificate
• Self-pass-port size photos 2 Nos.
• Vehicle Photos – 2 Nos.
• Residence certificate from Surpanch/VAO
• Caste certificate 
• Population certificate from Surpanch/VAO”

It is not known whether R3 bank had obtained all these papers before

granting loan for purchase of tractors.

Admittedly the board did not approve the said sanction by its letter dated

16.4.2005      were received from the   

          and on that the complainants have come up with these complaints.
