This is an application under section 12 of the C.P Act 1986 filed by the complainant on a ground that the complainant received a bill from WBSEDCL for the month of April 2011 to June, 2011 wherein unit consumption was mentioned as 7769 but it is seen from meter that actual unit consumption is7065 as a result the bill amount was excessively high. That due to such inflated bill and wrongly written in bills unit the complainant made correspondences with O.P-2 but to no effect.
Points for decision
Decision with reasons
It is seen from the bill of WBSEDCL that the previous reading was 6938 and present reading was 7768 i.e unit consumed (7768 – 6938) =830 unit . But from the Meter Card of WBSEDCL it is seen that the previous reading was 6838 and the present reading is 7065 i.e. unit consumer (7065 – 6838)=227 units .
The reading of Meter cards must be shown in the Electric bill. Therefore, this is a gross mistake and negligence on behalf of the O.P for which the complainant had to pay excess amount for (830-227) units i.e. 603 units . The bill amount for the period of April 2011 to June 2011 was Rs.3283/-
Hence, it is
Ordered
That the O.P is directed to adjust the excess amount paid by the complainant within 60 days from the date of this order.
The O.Ps shall have to pay litigation cost of Rs.1000/- to the complainant.
If the excess amount is not adjusted within 60 days , the O.Ps shall have to pay compensation of Rs.10,000/- to the complainant jointly or severally.
It may be mentioned here that if the O.P failed to comply the above order then the complainant is at liberty to execute the order through this Forum.
Let a plain copy of this order be served upon the complainant free of cost and one copy be sent to the O.P through speed post.
